The grass draw distance was extremely limited in Oblivion, but Fallout 3 and New Vegas still have quite noticeable issues with loading (streaming?) their sparse landscape. I've maxed out all related sliders in the options menu.
Fallout New Vegas Grass Mod
To overhaul the Fallout flora, numerous options are available on the Nexus. Most vouch for True Grass, the one-and-done solution that leaves the trees alone. However, for an avid player who does not mind departing from the original look of the wilds of Massachusetts, Luxor's Summer is the newest feature-rich tree and grass replacement mod to look out for.
This mod makes the land of Fallout New Vegas more fertile, giving it more grass and trees. The grass is greener, the trees are bigger, and there is an actual variety of plants. The plants are so varied that there are over 101 different trees and plants across the wasteland.
Whether it is safe to enable all plugins on a given mod or not, cannot be answered in general. Some mods will provide several plugins in order to give players options. For example, a grass mod might come with a plugin for long grass, one for medium grass, and one for short grass. In that case, you will want to only pick one plugin to enable.
